GST Network blocked 142 synthetic firm registrations on Monday after risk engines linked them to input-tax-credit carousel trades that moved the same invoice chains through shell entities in Haryana, Delhi, and Tamil Nadu.
The freeze prevents affected goods and services tax identification numbers from generating new e-invoices or claiming credits until field officers complete physical verification. GSTN said none of the entities showed warehouse footprints matching declared turnover above ₹50 crore, a pattern that triggers automated holds under the network’s 2026 fraud model.
How the carousel worked
Investigators described a loop in which a fake manufacturer issued inflated tax invoices to downstream traders, who claimed input credit and remitted only a fraction of output tax before disappearing. Shared IP addresses on registration portals and identical PDF invoice templates tied the 142 firms together, even though they listed different nominal directors.
Aditya Banerjee’s desk has tracked similar clusters after the e-invoice mandate expanded to mid-sized businesses; carousel operators now spin up entities quickly before analytics catch template reuse. Monday’s action is among the largest single-day blocks this fiscal year.
Impact on genuine businesses
Compliance vendors warned that legitimate startups registering similar sounding names could face delays while officers clear backlogs. GSTN said affected taxpayers can appeal through the portal with bond-backed releases, but appeals require directors to appear in person at specified facilitation centres, a step designed to deter bot-driven registrations.
Large exporters said the blockade should not delay their refunds if their suppliers hold clean compliance scores, but procurement teams were told to rerun due diligence on new vendors before October festival orders.
What comes next
The Central Board of Indirect Taxes and Customs has coordinated with state commercial tax departments for site visits this week. Officials expect demand notices to follow once auditors reconstruct bank trails from the frozen GSTINs.
For MSME filers, the episode is a reminder that e-invoice analytics now cross-match device fingerprints, not just turnover thresholds. Fake refund portals unrelated to this action continue to circulate, and CERT-In advisories remain separate from GSTN enforcement.
State coordination and taxpayer helplines
Tamil Nadu and Haryana commercial tax departments assigned joint teams to visit registered addresses within 72 hours, photographing empty plots that claimed warehouse capacity. GSTN helplines added a dedicated queue for suppliers wrongly matched to frozen GSTINs in auto-generated mismatch notices.
Software vendors selling e-invoice plugins rushed advisory notes telling clients to rotate API keys after fraudsters scraped credentials from compromised laptops at logistics firms. The 142 blocked entities often used identical API templates, another fingerprint GSTN now scores.
Indirect tax collections remain strong nationally, so officials framed the action as protecting compliant taxpayers rather than signalling revenue panic ahead of the second advance tax instalment due in mid-September.
Chartered accountants in Delhi warned clients to verify counterparty GSTIN status before signing October festival purchase orders, using the portal’s new risk badge that appears beside high-risk entities. Legitimate suppliers with sudden registration date changes may need to upload additional KYC to clear automated holds.
