The United Kingdom has threatened to expel one Israeli diplomat for every British official forced out of Israel if Jerusalem closes the UK consulate in East Jerusalem this week, a move that could remove as many as 27 Israeli staff from London and deepen a rupture already opened by Britain’s ban on trade in goods from illegal West Bank settlements.
What Israel plans to close
Israel’s foreign ministry has said the consulate in the Sheikh Jarrah neighborhood—distinct from the UK embassy in Tel Aviv—will shut on Thursday. The mission covers East Jerusalem, the rest of the West Bank and Gaza, roles that require working contacts Palestinian institutions still recognize even when travel passes through Israeli-controlled checkpoints. Foreign Secretary Ed Miliband told Parliament earlier that settler violence backed by Netanyahu’s government amounts to ethnic cleansing in the occupied territories, language Israel rejects.
The closure is framed in Jerusalem as retaliation for British sanctions and for penalties on firms that facilitate settlement construction. Israeli Foreign Minister Gideon Sa’ar called Britain’s measures “morally distorted” and accused Labour of hostility toward Israel. The UK, along with France and Canada, moved this year to block imports from settlements most of the world considers illegal under international law.
London’s counter-threat
Israeli media reported Monday that British officials warned counterparts of reciprocal expulsions if the consulate closure proceeds. The Foreign Office declined to confirm or deny the message, saying it would not comment on speculation—a formulation diplomats read as leaving room for the threat to stand. Former Attorney General Dominic Grieve has advised informally that closing the consulate over its East Jerusalem address would itself be unlawful, because the UK does not recognize Israeli sovereignty there.
National security adviser Jonathan Powell traveled to Jerusalem last week to urge a delay but returned without a reversal, according to reporting from the trip. Some Whitehall officials worried the trade ban might bolster Prime Minister Benjamin Netanyahu before Israel’s 27 October election, though the consulate fight has not yet dominated campaign messaging. Tit-for-tat expulsions would change that, raising the profile of a dispute that other Western missions are watching because it tests who may operate where in Jerusalem.
Why allies are alarmed
Western diplomats speaking anonymously told reporters the closure would set a damaging precedent for consular status in a city whose final sovereignty remains unsettled. Shutting the UK mission would assert Israeli authority in East Jerusalem in ways the UN and most members, including Britain, do not accept. Netherlands faces a parallel squeeze: Israel said it will revoke credentials for Dutch staff to the Palestine mission after a similar settlement import ban, effectively barring them from East Jerusalem as well.
UK-Israeli relations were already strained by arms-licence curbs and by Miliband’s statements on conduct in Gaza after the 7 October 2023 attacks. A mass expulsion round would echo Cold War diplomacy more than the gradual cooling seen since the war expanded. For now, the consulate remains open with a countdown to Thursday, and London is signaling that closure will not be treated as a paperwork adjustment alone.
