Health Minister Ong Ye Kung opened Vanguard Care Home and Vanguard Compass Home in Hougang on Sunday, marking MOH’s push to expand step-down mental health capacity outside the Institute of Mental Health with a public operator testing new nursing and rehabilitation models.
Two facilities, two acuity levels
Vanguard Care Home serves patients with chronic but stable psychiatric conditions who still need round-the-clock nursing. There is no fixed age cap, though residents tend to be older. Since May, 151 people have been admitted and MOH said most have settled well, with more transfers planned.
Vanguard Compass Home focuses on rehabilitation for moderately stable patients working toward greater independence. It opened in July with 14 clients against 48 beds, offering programmes aimed at community reintegration rather than long-term custodial care.
Why MOH created Vanguard
Ong said Vanguard Healthcare was set up as a public operator to pilot care models, drive innovation, build public-sector capability and help private providers upgrade skills. Mental health bed crunch has been a recurring theme in parliamentary questions; these homes are meant to ease transitions between acute hospital wards and family care.
Patients Ong met compared the setting favourably with IMH wards, citing more autonomy and dignity — subjective measures that nonetheless matter for recovery trajectories and readmission rates.
System pressures the homes address
Singapore’s ageing population and greater willingness to seek treatment have raised demand for psychiatric step-down beds. Without community facilities, stable patients occupy acute beds needed for crises. Hougang’s location places the homes in a mature estate with transport links for visiting families — a practical factor in whether discharges stick.
MOH did not publish per-bed fees in the speech, but public-operator status implies subsidies aligned with means-tested schemes similar to other nursing homes. Families should still confirm clinical eligibility pathways through hospital social workers.
What comes next
Vanguard is expected to iterate programming as occupancy rises. Success will be measured in length of stay, readmissions to IMH and employment outcomes for Compass clients. Private operators watching the pilot may adopt protocols if outcomes beat legacy models.
For Hougang neighbours, the opening is also a land-use story: mental health facilities integrated into residential towns rather than isolated campuses. Ong’s remarks position the homes as a “new chapter” — one that will need staff recruitment and training budgets to match brick and mortar.
Staffing the new beds
MOH has not published a nurse-to-resident ratio target for Vanguard, but mental health nursing remains a tight labour market. Recruitment from polytechnic nursing cohorts and overseas pipelines will determine how quickly Compass Home can fill remaining beds without leaning on overtime at IMH.
