Engineers at the Industrial Technology Research Institute’s Taichung campus powered up a co-packaged optics test line this weekend to run wafers for post-quantum encryption hardware trials, connecting President Lai Ching-te’s Double Ten emphasis on silicon photonics to concrete lab schedules.

The pilot does not replace commercial foundry volume from TSMC or specialty houses in Hsinchu. Instead, ITRI positions the line as a bridge where Taiwanese startups can validate packaging recipes before committing to mass production— especially modules that must survive vibration in defense communications gear and data-center switches alike.

Why CPO matters to Taipei planners

Co-packaged optics places lasers and silicon switches on the same package, cutting power loss for AI clusters that otherwise choke on copper traces. Taiwan already dominates advanced chip packaging; photonics integration is the next margin pool. Research officials said the Taichung runs will feed a government post-quantum cryptography program that must migrate critical networks to algorithms resistant to future quantum decryption.

“We are not announcing a product,” an ITRI program manager said. “We are proving that Taiwanese packaging houses can iterate faster when design rules and test metrology sit in the same building.”

Equipment and talent bottlenecks

The institute imported additional wire-bond and passive-alignment tools earlier this quarter, but recruiters still compete with private module makers for photonics PhDs. ITRI said it will host visiting engineers from domestic universities during the October break to keep the line staffed.

Export licensing for certain laser components remains a friction point when U.S. rules treat high-power transmitters as dual-use. Program leaders are documenting local content percentages so future defense procurement can cite trusted supply chains.

Commercialization path

Successful wafers will move to reliability ovens and environmental stress tests through November. If yield holds, ITRI plans to license the process stack to two partner firms that already supply network equipment giants. For technology investors, the milestone is less about quarterly revenue than about keeping Taiwan’s packaging roadmap aligned with AI data centers and hardened military networks at the same time.

Standards alignment

ITRI engineers are mapping test results to draft post-quantum TLS profiles published by Taiwan’s cybersecurity agency so defense integrators can cite common criteria when bidding. Export reviews for certain laser drivers remain the slowest gate in the schedule.

Analysts and officials cautioned that holiday-thinned staffing can delay public updates until the regular workweek resumes, so readers should watch for revised figures when ministries publish Monday bulletins.

County and city agencies said they would post updated timelines on official websites after the long weekend, and urged residents to rely on verified hotlines rather than forwarded chat messages when planning travel or payments.
