E.SUN Commercial Bank doubled its single-day ATM withdrawal ceiling to NT$30,000 for customers aged 65 and older who link their universal NT$10,000 cash grant to E.SUN accounts, a move branch managers said was meant to keep seniors from making repeated trips during the final enrollment week.

Why limits moved

The Executive Yuan’s payout program allows recipients to register through co-branded cards, digital wallets, or direct deposits. Seniors who prefer passbook withdrawals had hit the bank’s standard NT$15,000 daily cap when trying to combine grant deposits with pension transfers, creating backlogs at teller windows.

E.SUN’s notice, posted at 8 p.m. Tuesday, said the higher cap would run through Oct. 31 and apply only to in-network ATMs with chip-card readers. The Financial Supervisory Commission said it had not directed the change but welcomed banks easing friction for eligible households.

What customers need at the counter

Relationship managers told InfoHandle that seniors must bring national ID cards, household registration transcripts issued within three months, and the bank’s grant enrollment QR receipt. Staff scan the receipt to confirm the customer has not already bound another institution’s wallet.

Cathay United Bank and CTBC Bank said they are keeping standard limits but adding temporary service desks in high-traffic branches. Fang-Yi Wu, who covers consumer finance for InfoHandle Taiwan, said seniors should compare foreign-exchange markups if they plan to spend grant money abroad during the Lunar New Year travel window.

Impersonation warnings

The Investigation Bureau repeated warnings about callers impersonating “grant activation” hotlines. E.SUN said its security team blocked 214 spoofed SMS messages on Tuesday that mimicked the bank’s enrollment short link.

Customers who already enrolled via mobile app can still visit branches to switch payout rails, but tellers must void the prior wallet binding—a step that added minutes to each transaction on Wednesday.

Calendar pressure

The cabinet’s published schedule shows first-wave deposits hitting bound accounts on Nov. 8 for registrations completed by Oct. 25. E.SUN executives said the ATM change is temporary and will revert once grant-driven traffic normalizes after the deadline.
