Several metropolitan offices of education promised “smart cafeteria” portals for autumn semester, featuring photos, allergy icons, and push alerts. The pitches cite MFDS Smart Food QR pilots that link packaged foods to e-labels. But school meals are mostly bulk ingredients delivered through NeaT and SeaT procurement platforms, not barcoded retail packs. Parents scanning a QR on a hallway poster still land on PDF menus with static photos, not the live origin fields NEIS publishes nightly.
Case studies on Korea’s universal school meal program show offices of education already track GAP, HACCP, and domestic sourcing rules. The gap is not collection; it is presentation order. Districts want app store ratings; families want to know whether today’s kimchi came from the contracted supplier after a recall notice.
Why QR must lead
When traceability follows marketing, schools optimize for UI screenshots while warehouse scans stay manual. Requiring QR-first flows forces districts to wire NEIS meal codes to MFDS traceability where packaged items appear, and to display supplier lot numbers for bulk goods even when no national barcode exists. Parents with allergen risks should not download three apps to reconcile the same lunch.
Critics say primary students do not scan codes; parents do. Exactly—so the QR should open a mobile page with today’s menu, origin text, and recall banners pulled from open APIs, not a district branding video.
The objection
Administrators argue rural schools lack bandwidth and that mandatory QR will shame districts with paper logs. The answer is phased enforcement tied to existing NeaT adoption, which already covers more than 80 percent of schools. Fund LTE routers where needed, but do not launch another digital menu without traceability hooks tested during September pilot weeks.
What authorities should do
The Ministry of Education should issue binding implementation order: no public digital-menu launch without (1) same-day NEIS sync, (2) MFDS recall webhook integration, and (3) offline printable fallback for grandparents on pickup duty.
