Taiwan's National Development Council is steering co-packaged optics pilot funding through the Ten AI Initiatives Promotion Plan approved in January, treating CPO prototypes as a bridge between local photonics fabs and AI server racks assembled on the island, according to NDC English briefings Ya-Ting Tsai's desk parsed.
Where CPO sits in the ten-track plan
The council grouped silicon photonics under "critical technologies," alongside quantum supply-chain goals. Co-packaged optics—lasers and switches integrated beside compute silicon—are how hyperscalers plan to cut per-bit energy once copper traces run out of bandwidth. Taiwan already builds the GPUs and many switches; NDC wants the optical engine to stay here, not ship as discrete transceivers bolted on overseas.
Pilot line mechanics
MOEA and NSTC sub-agencies route grants through equipment vouchers and testbed access rather than open-ended subsidies. Applicants must pair a photonics house with a rack OEM or cloud operator letter of intent. That structure mirrors how Taiwan funded solar wafer lines a decade ago—capital discounts in exchange for domestic offtake.
Sovereign corpus connection
Digital Ministry's 2.2-billion-token training corpus is separate but related: racks built with local CPO stacks could host fine-tuned models that pull Taiwanese regulatory text through retrieval-augmented generation. AI policy readers should not conflate corpus tokens with photonics watts; one is data governance, the other is thermal budget per rack.
Vendor roster
MediaTek, Broadcom-class ASIC partners, and substrate vendors all filed photonics sessions at Taipei trade shows this quarter. None has announced mass CPO revenue yet; pilot lines are about yield learning curves. U.S. export rules on advanced packaging tools still gate which lithography steps can run in Taiwan fabs without licenses.
What success would look like
By late 2027, NDC metrics will ask whether a domestically integrated 51.2-terabit switch drawer shipped from a Taoyuan or Tainan line with Taiwanese lasers—not whether a press release mentioned "sovereign AI." Until then, October's story is funding mechanics and rack-builder partnerships, not consumer chatbots.
Budget visibility
Legislative Yuan technology budgets this month will show whether photonics pilots receive new line items or recycle prior silicon photonics grants. Opposition lawmakers asked for audited spend on earlier CPO testbeds before approving additional vouchers.
Energy per bit
Hyperscalers publishing rack-level power caps make CPO a procurement requirement, not a lab curiosity. Taiwan rack OEMs bidding for those contracts need domestic laser modules to score sustainability points in requests for proposals.
