Ambassador Park Ki-chang returned to Seoul on October 10 after South Korea recalled its envoy to Ukraine, escalating a dispute over whether Kyiv broke a confidentiality pledge regarding two North Korean prisoners of war resettled in the South.

The foreign ministry announced the recall on October 8, two days after President Lee Jae Myung threatened further measures if Ukraine did not apologize. Officials said Zelenskyy's September 23 United Nations address publicly described a transfer that Seoul had handled quietly since mid-September.

Who the detainees are

The soldiers were captured in January 2025 while fighting for Russia in the Kursk region, according to Seoul's account. South Korea regards all Koreans as its citizens and has a policy of accepting defectors, but officials said Ukraine requested secrecy to protect families still in the North.

Kyiv insists no nondisclosure agreement existed. Ukrainian Foreign Minister Andrii Sybiha sent a message Foreign Minister Cho Hyun judged insufficient, prompting Seoul to pull Park home while keeping consular channels open.

Peninsula stakes

North Korean state media has not detailed the soldiers' status, but analysts warn Pyongyang could retaliate against relatives if it treats the case as defection propaganda. National Assembly committees scheduled closed briefings for the week of October 12 to review intelligence sharing with Ukraine.

Recall is a rare diplomatic weapon for South Korea, which usually limits protests to summoning envoys. Keeping Park in Seoul signals Lee's domestic audience that he will defend operational secrecy even while supporting Kyiv with non-lethal aid.

Path forward

Both capitals say they want to continue cooperation on reconstruction contracts and demining training. Restoring Park to Kyiv likely requires a written understanding on future POW handling, not merely another press statement. Until then, embassy staff will manage day-to-day consular work under a chargé d'affaires while Seoul weighs whether to delay planned economic delegation visits.

Alliance management

Defense contractors watching the spat said delayed ministerial visits could postpone talks on demining equipment exports, though existing humanitarian shipments are moving on separate schedules. Ukraine's embassy in Seoul posted a statement reiterating gratitude for Korean public support without addressing the confidentiality dispute directly.
