Japan has completed paperwork changes across every national professional qualification so Taiwanese practitioners can list Taiwan on credential documents instead of being recorded as China, the government told a cross-party friendship group on Monday. The shift, effective from 1 October, ends a bureaucratic mismatch that had forced many Taiwan-born doctors, lawyers and nursery teachers to carry certificates that did not match their household registers.
What changed on the forms
Cabinet officials reported to the Japan–Taiwan Parliamentary Friendship Association that ministries had finished updating all 322 national qualifications. For the ninety categories that still carried a nationality field in 2022, agencies either replaced the line with a “nationality and region” entry or removed the field entirely, according to Jiji Press reporting carried by Nippon.com.
The practical effect is visible on licenses for regulated professions—from physicians and lawyers to real-estate appraisers and childcare workers. Taiwanese nationals who qualified in Japan may now align their professional papers with the Taiwan wording already permitted on family-register documents since May 2025.
Why the Diet pushed now
Lawmakers in the friendship association, led by veteran Liberal Democratic Party member Keiji Furuya, framed the update as administrative consistency rather than a rewrite of Japan’s formal diplomatic stance. Tokyo maintains unofficial ties with Taipei and recognizes Beijing under its “one China” policy; the qualification change does not alter that legal position.
Supporters said the old China-only label created daily friction for Taiwan-born residents who had spent years building careers in Japan. Several practitioners told Taiwanese media they had resorted to stickers or informal workarounds to avoid misidentification on official cards.
Reaction in Tokyo and Taipei
Taiwan’s foreign ministry welcomed the move as a convenience for overseas nationals, while opposition lawmakers in Japan urged the government to avoid steps that could complicate relations with China. Beijing routinely protests any measure that appears to treat Taiwan as a separate state entity, though Monday’s announcement concerned domestic certificate formatting rather than diplomatic recognition.
Immigration lawyers said employers and hospitals should update internal HR templates so new hires are not told to use outdated nationality codes. Ministries have not published a consolidated English-language list of which qualifications still display a region field versus those where it was deleted.
What comes next
Officials said the October deadline completes a review that began after the household-register reform. Any future national exams will issue certificates under the new rules automatically, but holders of older cards may need to request reprints from their licensing boards. The Cabinet Office did not announce a fee waiver for those replacements.
