MSIT pushed the first sovereign foundation-model checkpoint for Korea’s five shortlisted consortiums from late December to January, giving LG AI Research, Naver Cloud, Upstage, SK Telecom and NC AI an extra month to improve benchmark scores before the field narrows to four teams.
Selection cadence unchanged
The ministry still plans to drop one team every six months until two builders remain for the 2027 finale. Officials said the slip is administrative, not a budget cut: GPUs booked through the national AI compute bank are allocated, and legal guides on training-data copyright are moving on a parallel track announced in the AI regulatory rationalization roadmap.
Consortium leads argued that multilingual safety tuning for Korean administrative text needed another engineering sprint after the FSC published stricter expectations for financial-domain fine-tunes. None of the teams identified a public leader board score, but insiders said the January gate will include both English and Korean task suites plus a red-team packet from the National Intelligence Service liaison office.
Industrial angle
Shipbuilders and defense contractors watching the program care less about chat quality than about on-prem licenses. Upstage already runs a defense-campus pilot; SK Telecom markets sovereign stacks to utilities. A one-month delay pushes commercial quoting into the first quarter, which procurement officers said is acceptable if it avoids a public flop during parliamentary audits.
What comes next
MSIT will publish anonymized score bands after the January review. Failures will not be named individually, but vendors will read the tea leaves when ministry RFPs for agency copilots reopen. For Korean AI startups, the clock still ticks—just a beat slower.
Compute queue
National AI compute reservations for December remain fully booked, forcing teams to trade unused night slots. Ministry staff said no consortium lost allocation because of the January slip, but smaller entrants without private clouds asked for a makeup window after the Lunar New Year holiday.
